[On June 10, 2010 we held a half day conference at the McKimmon Center in Raleigh titled, Healthcare Reform: The Employers' Guide. The following is a question submitted that we were unable to address due to time restriction.] 

As an employer, how will I know to whom I need to give the Free Choice Voucher?

Only those employees who meet the eligibility requirements are offered the voucher. The big issue is how employers will determine an employee's household income. Right now, it is still unknown how an employer will determine an employee's household income. An employer will know the employee's income, but will likely not have any information regarding other income in the household. Employers will need guidance from the government.
